Gandhi and Other Classic Leaders Have a Chance

There is still a possibility for Gandhi to lead a civilization in Civ 7, according to a February 13, 2025, IGN interview with lead designer Ed Beach. His return is being considered for a later stage, potentially as downloadable content, though it may not happen immediately.
In the interview, Beach discussed the rationale behind omitting certain familiar civilizations and their leaders from the base game. "We haven't forgotten any past characters," Beach stated. "Naturally, fans are asking why major civs like Great Britain or England aren't present at launch."

Beach explained that the decision to leave out well-known nations like Britain and India stemmed from the need to make room for new experiences. "With so many popular options, we always want to introduce fresh, exciting civilizations," he said. "This means some favorites are temporarily set aside, but we're always planning for the long term regarding when to reintroduce leaders and civs. So, Gandhi fans can remain hopeful."
Given the extensive DLC history of Civilization 6, it's reasonable to expect Gandhi will eventually appear in Civ 7. The timeline for his comeback, however, is still undetermined.
