The official story description states, "Jason and Lucia have always felt the odds were against them. According to the game's website, Jason served in the Army but is trying to escape a troubled history. He now finds himself in the Leonida Keys, working for local drug traffickers. Meeting Lucia could be the best or worst thing that ever happens to him—and he hopes it’s the former.

Meanwhile, Lucia learned to fight from her father at an early age. A difficult childhood eventually led to time behind bars at Leonida Penitentiary. After her release, she vows to play it smart going forward—hoping to give her mother the life they always dreamed of since their days in Liberty City.

Fresh out of prison, Lucia is determined to turn her luck around, and a partnership with Jason may be her best chance. Players will explore the unique journey of Lucia and Jason, set against the vibrant backdrop of the sunny Leonida Keys.

A Conspiracy Theorist, Local Vice City Legend, Seasoned Bank Robber, and More

Alongside the two protagonists, Rockstar Games has also introduced several other key figures. Among them is Jason's friend, Cal Hampton, a conspiracy theorist who takes everything he reads online as fact. Despite his paranoid tendencies, he enjoys life in the Keys and supports Jason in his ambitious endeavors.

Then there's Boobie Ike, a local legend who dominates the streets of Vice City. He has turned his street reputation into a legitimate empire, with real estate holdings, a strip club, and a recording studio. The game also dives into the music scene, featuring characters like Dre’Quan and the musical duo Real Dimez.

Other characters in the game reflect the city's gritty criminal underworld. Raul Bautista is an experienced bank robber who thrives on risk and big payoffs. Meanwhile, Brian Heder operates a smuggling ring in the Keys—a veteran drug runner who's been in the game for years. He offers Jason free rent in exchange for help with local enforcement and shady operations.
